Phase 1 Environmental Site Assessments

Environmental Investigations and Expert Witness Services

Chico Environmental has performed hundreds of Phase 1 Environmental Site Assessments throughout the North State. 

Our assessments include a site reconnaissance, review regulatory information, and investigation of land-use history in order to evaluate environmental conditions at the site, which may have been negatively impacted by the use, storage, and/or disposal of hazardous substances.

 

Our assessments are conducted in conformance with the current ASTM Standard E1527-13, and includes the following tasks:


  1. Review of pertinent, available documents and maps describing local geologic and hydrogeologic conditions

  2. Review of readily available historical aerial photographs of the site and surrounding area for evidence of previous site activities and development, which could suggest the potential presence of hazardous substances at the site.

  3. Review and interpretation of archival U.S. Geologic Survey (USGS) topographic maps for information regarding historical land use potentially involving the manufacture, generation, use, storage, and/or disposal of hazardous substances at the site and adjacent properties.

  4. Interviews of personnel representing the property owner to assess the current and past land uses at the site.

  5. A reconnaissance of accessible portions of the site to assess evidence of current and/or past use of storage of toxic or hazardous materials; onsite ponds, landfills, drywells, waste streams or other disposal units; visible soil contamination, above-ground or underground storage tanks; electrical transformers containing polychlorinated biphenyls (PCBs); and drums, barrels and other storage containers.

  6. A visual review of adjacent properties to assess their potential to adversely impact the site. 

  7. Review of federal and state databases listing known or potential hazardous waste sites or landfills, and sites currently under investigation for environmental violations.   

  8. Inquiries to the local Environmental Health Department for information regarding environmental permits, environmental violations or incidents, and/or the status of enforcement actions at the site or adjacent properties.

  9. Investigation of potential contamination from offsite migration of hazardous solids, liquids and vapors that could lead to a historical recognized environmental condition (HREC), controlled recognized environmental condition (CREC) or active recognized environmental condition (REC) in connection with the property.


Chico Environmental’s Principal Scientist meets the definition of an Environmental Professional as defined in the California Code of Regulations  (40 CFR 312.10)

As a Certified Mold Inspector, Mr. Lane performs numerous fungal investigations to determine if elevated mold conditions are present in residential homes.

Storm Water Pollution Prevention Plans (SWPPPs)

Chico Environmental develops Storm Water Pollution Prevention Plans (SWPPPs) to satisfy requirements of the State Water Resources Control Board Industrial and Construction General Permits.

 

Our SWPPPs ensure that industrial facilities and active construction sites implement proper Best Management Practices (BMPs) in order to prevent pollutant spills and meet the standards of the Environmental Protection Agency under Title 40 of the Code of Federal Regulations, Part 122.44.

 

Chico Environmental’s Principal Scientist John Lane is a Qualified SWPPP Developer (QSD) and Qualified SWPPP Practitioner (QSP).

As a California Professional Geologist, Chico Environmental’s  Principal Scientist John Lane performs environmental investigations, contamination assessments and provides a variety of expert witness services.

 

Mr. Lane has over 20 years of professional experience and has participated in several local environmental litigation cases. Mr. Lane is familiar with guidelines and regulations associated with the National Environmental Policy Act (NEPA), California Environmental Quality Act (CEQA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), The State Water Resources Control Board General Industrial and Construction Permits (General Permits) and the Resource Conservation and Recovery Act (RCRA).

 

Mr. Lane has provided expert witness services for cases involving streambed alteration, site contamination and offsite pollution.
